Abstract

The implementation of BLT-D is implemented for six months with the target beneficiaries beinghouseholds referring to beneficiaries at the household level, such as the Family Hope Program, Non-Cash Food Assistance, and Temporary Direct Community Assistance/Cash Direct Assistance. The purpose of this study was to determine the evaluation of the distribution of BLT for communities affected by COVID-19 in Sukamaju Village, Batang Peranap District, Indragiri Hulu Regency. The theory used in this research is the evaluation theory proposed by William N. Dunn. This research is a descriptive qualitative research using qualitative data. Data mining was carried out by means of observation, interviews and some secondary data that supported this research, such as books, internet browsing, and previous research. The results of this study indicate that the distribution of BLT-DD is quite good, which is evidenced by every problem both originating from the community to the government and village officials showing that any problems regarding the distribution of BLT-DD can be resolved properly. The supporting factors include communication, adequate resources, bureaucratic structure, and support from the Village Government and Regional Government for the success of Cash Direct Assistance, and the obstacle factors in the distribution of BLT-DD include supporting resources, black of information about activities and the perception of people who are wrong about the program.
