Abstract

The South Pekanbaru One-Stop Manunggal Administration System (SAMSAT), which is the implementing element of the Provincial Government in the Region, where one of its main tasks is to carry out decentralization authority in the field of regional income, is required to continue to strive for target achievement and sustainable income increase in order to support the increase in Regional Original Income. The purpose of this study is to find out the implementation of the 2-wheeled motor vehicle tax payment service carried out by the One Roof Manunggal Administration System (SAMSAT) in South Pekanbaru and to find out the obstacles in the Implementation of Public Service Tax Payments for Two-Wheel Motorized Vehicles through the Mobile Samsat Car Service. Pekanbaru City. The theory used in this study is the theory of Moenir (2010). The method used is descriptive method; The sample is 56 employees at the South Pekanbaru SAMSAT Office. Questionnaire data collection techniques and interviews as well as descriptive data analysis. This study concludes that the implementation of motor vehicle tax payment services carried out by the One Roof Manunggal Administration System (SAMSAT) in South Pekanbaru is in good category. The inhibiting factors in providing the implementation of motor vehicle tax payment services carried out by the Manunggal One Roof Administration System (SAMSAT) South Pekanbaru, namely: internal (internal) barriers include: lack of discipline of officers or officers who provide services and physical facilities that are still lacking adequate and obstacles from outside (external) include public awareness that is still lacking, especially regarding requirements and procedures that are still often ignored by the community, lack of awareness of the population to always queue to get services and there are still many people and community identities that are not fixed.
