Abstract
The many people of Pekanbaru City who do not need awareness of Building Permit Permits that are built are not in accordance with the rules and regulations that make the Pekanbaru City Government make a breakthrough that can reduce buildings that are not in accordance with regulations. The breakthrough step that has been taken is to create an IMB Community Care Forum that carries the theme "Project Design Change". The purpose of this study was to study communication planning as well as what factors were supporting and hindering the Department of PUPR Pekanbaru City in socializing Building Permit Regulations. This research uses a qualitative type of research that is a research procedure that produces data with as many as 3 people informants using purposive sampling technique. The results showed that the communication planning conducted by the Pekanbaru City PUPR Office in disseminating the Building Permit Regulation through several works, namely identifying problems, determining steps, arranging activities, setting strategies, setting budgets, and penetrating targets and goals. The communication strategy used in the message content will be conveyed and the media presentation will be used. Supporting factors are the existence of support from the Pekanbaru City Government, commitment from team members and the support of the community. The inhibiting factor is the lack of public understanding of regulations / provisions in development, the greater requirements of Spatial Planning in socializing IMB regulations and reducing the media used to socialize IMB regulations.
