Abstract

Economic progress and increasing population have an impact on changes in land function, one of which changes the function of conservation forest areas that should be protected areas into cultivation areas. One of the conservation forests that has changed its land function is the Balai Raja’s Wildlife Reserve in Bengkalis Regency, Riau Province. Balai Raja’s Wildlife Reserve is the habitat of the Sumatran Elephant (Elephas Maximus Sumatranus) whose population is decreasing due to residents entering the area of Balai Raja’s Wildlife Reserve. In 2018 there were only ±150 hectares of forest (Talang Forest) in good and wellmaintained condition from the 15,343.95 hectares of the total land area of the Balai Raja’s Wildlife Reserve (Balai Raja’s Wildlife Reserve Management Block, Riau Province, 2018). This study aims to formulate a strategy for the development of the Balai Raja’s Wildlife Reserve using the method Analytical Hierarchy Process (AHP). This study uses a deductive approach, where the procedure starts from establishing the theoretical foundations in determining priorities for the development of wildlife reserve areas, then determining the variables that need to be researched and other supporting provisions, and then asking questions in the form of an AHP questionnaire given to stakeholders, who are considered experts. This research method is a quantitative-qualitative descriptive method, where the descriptive method is used for the selection of strategies for developing the Balai Raja’s Wildlife Reserve Area. The data collected using literature study techniques or literature studies, questionnaires and interviews. The number of respondents in this study were two people. The analytical method used is the method Analytical Hierarchy Process (AHP) to determine perceptions stakeholders of the strategy that is a priority for the development of the Balai Raja’s Wildlife Reserve Area. Based on the research, it was found that the management block of Balai Raja’s Wildlife Reserve consists of Protection Block, Rehabilitation Block and Special Block. For the priority of developing the Balai Raja’s Wildlife Reserve with the Analytical Hierarchy Process (AHP), the main priority is the Special Block with the alternative of conducting socialization. So the strategy for developing the Balai Raja’s Wildlife Reserve Area is a top priority, namely Special Blocks by carrying out: Conservation Partnerships, Zoning/Block Changes, Cooperation for Strengthening Functions/National Strategic Cooperation, Resettlement and Law Enforcement.
