Bengkalis Subdistrict is one of the sub-districts in Bengkalis Regency which is the most open field business, only the business does not have a permit set by the Bengkalis Regency Government. For this reason, the Bengkalis Regency Government issued a Regional Regulation Number 03 of 2006 concerning Tourism Business Permit Levy. However, it can be seen that there are only seven game rink businesses that have pocketed permission. The rest they don't have permission. The purpose of this study was to find out the Implementation of Bengkalis District Regulation Number 03 Year 2006 concerning Tourism Business License Levies on Game Arena Businesses in Bengkalis District, Bengkalis Regency and to find out the obstacles in the Implementation of Bengkalis Regency Regulation Number 03 Year 2006 concerning Business License Levies Tourism to Game Arena Business in Bengkalis District, Bengkalis Regency. In accordance with the research problems, the research method used is a quantitative method with the type of survey research. The results showed that the Implementation of the Regional Regulation of Bengkalis District Number 03 of 2006 concerning Tourism Business Permit Retribution could be said to be less implemented with the results of recapitulation of respondents' responses as much as 47% in the sufficiently implemented category. Inhibiting factors in the implementation of the Regional Regulation of Bengkalis Regency Number 03 of 2006 concerning Tourism Business Permit Retribution are human resources and lack of coordination with local tax revenues.
