Abstract

This study aims to determine and analyze the implementation of Regional Regulation Number 4 of 2015 concerning No-Smoking Areas in the City of Payakumbuh (Case Study at the Payakumbuh Mayor's Office). The assessment indicators used include Communication, Resources, Bureaucratic Structures and Executor's Disposition. This type of research is a descriptive survey, which prioritizes the questionnaire list as a means of collecting data and the data collected by this tool is used as the main material for analyzing the empirical conditions and objectivity of this study. The population and sample in this study amounted to 63 people. Types and data collection techniques consist of primary data collected using questionnaires and interviews, and secondary data using observation and documentation techniques. While the data analysis technique used is the scoring technique with frequency table tools. Based on this analysis technique, the researcher assesses and concludes that the implementation of Regional Regulation Number 4 of 2015 concerning No Smoking Areas in the City of Payakumbuh (Case Study at the Payakumbuh Mayor's Office) is in the category of sufficiently assessment. The inhibiting factor is that the team of no smoking area officers has not provided facilities and infrastructure such as smoking rooms in smoking free areas. So that there are always people who are caught smoking when they are raided. Then there are still government officials at the Payakumbuh Mayor's Office who smoke in the nonsmoking area. Even though government officials are symbols or examples for the community so that people also obey the regulations of the No Smoking Area in Payakumbuh City.
