Abstract

This study aims to determine and analyze the implementation of controlling street vendors by Satuan Polisi Pamong Praja (Satpol PP) Pekanbaru City in Tampan District, and to determine the inhibiting factors in the implementation of controlling street vendors by Satuan Polisi Pamong Praja (Satpol PP) Pekanbaru City in Tampan District. The assessment indicators include communication, resources, disposition, and bureaucratic structure. The type of research located in Satuan Polisi Pamong Praja (Satpol PP) Pekanbaru City is a combined research (quantitative and qualitative), which prioritizes a list of questionnaires and interviews as a data collection tool, and the data obtained are used as primary research data to analyze research objectives at the location. researched. There are two groups of population and samples in this study, namely the Satpol PP and PKL. The sample size set for the two groups was 54 people from the Satpol PP, and 30 people from street vendors. The two sampling techniques used are the census technique and the purposive sampling technique. The types and techniques of data collection used consisted of, primary data collected by questionnaire and interview techniques, secondary data by observation and documentation techniques. While the data analysis technique used is descriptive statistical method. Based on the results of the study, it can be concluded that the implementation of controlling street vendors by Satuan Polisi Pamong Praja (Satpol PP) of Pekanbaru City in Tampan District is quite implemented. The inhibiting factor for the enforcement of street vendors by Satuan Polisi Pamong Praja (Satpol PP) of Pekanbaru City in Tampan District is the problem of socialization and the absence of comprehensive notification in the form of prohibition signs. Then the competence of personnel in carrying out enforcement which is often by force or coercion, as well as the attitude of personnel who like to force if there is no meeting point with street vendors. Recommendations that need to be considered are marking locations that are prohibited for street vendors, not using coercion when controlling, and negotiating and mediating in the form of a win-win solution
