Abstract

In order to regulate the transportation of people and goods, the Pekanbaru City government has issued Regional Regulation No. 14 of 2012 concerning the retribution for route permits. The purpose of the issuance of the regulation is to protect the safety of passengers, goods or the surrounding environment from harmful things. In connection with that, in Perda No. 14 of 2012 stipulates that route permits for transporting passengers by freight cars are provided so that in providing convenience to passengers it also provides certainty to the Department of Transportation in knowing which car owners operate in certain areas. The purpose of this study is to find out and analyze the results of the implementation of the service for managing route business permits at the Pekanbaru City Transportation Service. The methods used are descriptive, qualitative and quantitative methods; The sample is 56 people consisting of the Head and employees and the community who take care of route permits. Questionnaire and interview data collection techniques as well as descriptive, qualitative and quantitative data analysis. This study concludes that the implementation of the service for managing route business permits carried out by the Pekanbaru City Transportation Service is in a fairly good category. The inhibiting factors in the service of managing route business permits carried out by the Pekanbaru City Transportation Service: Internal (internal) barriers include: lack of discipline of officers or officers who provide public services and physical facilities that are still inadequate and Barriers from outside (external) includes public awareness that is still lacking, especially regarding requirements and procedures that are still often ignored by the community, lack of awareness of the population to always queue to get services.
