Abstract

Collective Labor Agreement is an agreement which is the result of negotiations between trade unions / labor unions or several trade unions / labor unions which are registered with the agency responsible with the employer. The problems that occur in the implementation of a collective labor agreement on working time at the Head Office of PT Perkebunan Nusantara V in Pekanbaru city no longer use the overtime work system and overtime wages in accordance with Undang-Undang number 13 of 2003 concerning Employment and Decree of the Ministry of Manpower and Transmigration Number: KEP-102 / MEN / VI / 2004 concerning overtime work and overtime wages, so that workers who work overtime will get overtime compensation, namely transitional allowances. But in the implementation of the transition allowance given to all the executive employees in IA-IID group. In this study the authors raised two formula of the problem, namely how the implementation of the Collective Labor Agreement on Working Time at the Head Office of PT Perkebunan Nusantara V in Pekanbaru city and What are the obstacles in the Collective Labor agreement on working time at the Head Office of PT Perkebunan Nusantara V in Pekanbaru City. The research method used in this research is observational research, which is a type of research that takes samples from the population by using interviews as a basic data collection tool. Research that is descriptive analytical is research that intends to make a description of the situations or events. And can provide an overview of the Implementation of Collective Labor Agreement on Working Time at the Head Office of PT Perkebunan Nusantara V in Pekanbaru City. Data analysis in this study was carried out qualitatively and quantitatively, while conclusions were made deductively. The results of the research and discussion in this study are about working time, overtime work, transitional allowances and obstacles in implementing Collective Labor Agreements about working time at the Head Office of PT Perkebunan Nusantara V. Regarding the regulation of work time at the head office of PT Perkebunan Nusantara V in Pekanbaru city has been in accordance with Undang-Undang number 13 of 2003 concerning employment. And in the implementation of overtime and transitional allowance, PT Perkebunan Nusantara V no longer uses the overtime work system in accordance with Undang-Undang number 13 of 2003 concerning Employment and Decree of the Ministry of Manpower and Transmigration Number: KEP-102 / MEN / VI / 2004 concerning overtime work and wages for overtime work, therefore the agreement between the company and trade unions overtime system is replaced with a transitional allowance system.
