Abstract

This research is motivated by the potential of Indonesia's national zakat to reach Rp. 286 trillion. This figure is generated using an extrapolation method that considers GDP growth in previous years. Even so, the realization of ZIS fundraising is still very low when compared to the potential that can be obtained. In 2015, the ZIS that was collected only reached Rp. 3.7 trillion or less than 1.3% of its potential. In this research, the writer uses descriptive method. The data collection technique of this research is observation, interviews and documentation. Technical data processing or data analysis in this study is the presentation of data, and drawing conclusions. This research uses the theory of Policy Evaluation According to William N. Dunn with indicators, effectiveness, efficiency, adequacy, equity, responsiveness, accuracy. Based on the results of research on the implementation of Law no. 23 of 2011 concerning Management of Zakat in Dompet Dhuafa, Riau Province, has been in accordance with the duties and functions of LAZ and has been carried out optimally. The obstacles experienced were the lack of an existing team to conduct a field survey for distribution outside the city of Pekanbaru., The lack of public awareness and trust in the amil zakat institution in issuing zakat to help joint welfare. The lack of partners in the sub-districts in Riau Province so that zakat collection has not been carried out optimally.
