Abstract

Economic improvement activities are still not maximized to direct and explore the potential of the community so that they can be empowered and independent. From the data above, it is also indicated that the head of Panipahan Darat is still less involved in the issue of Community Empowerment to improve the economy of the fishing community. This study aims to determine the implementation and obstacles to the implementation of the obligations of the Penghulu Panipahan Darat, Pasir Limau Kapas District, Rokan Hilir Regency in improving the economy of the fishing community. Type descriptive with qualitative methods through primary and secondary data sources. Collecting research data by conducting interviews, observations, and documentation. The collected data are grouped and presented in the form of a description, then analyzed in depth to draw conclusions from the research results. The implementation of the penghulu's obligations in improving the economy of the fishing community has been well fulfilled. Where this result is seen from the established indicators, namely effectiveness, adequacy, equity, responsiveness, and accuracy, all of which have been running as expected. There are several factors that hinder the implementation of the obligations of the head of Panipahan Darat in improving the economy of the fishing community, namely community settlements that are spread out, the type of development that is not in accordance with the needs, the absorption of aspirations from the community is not maximized, and fishing community groups are less active in conveying their needs and desires. The government of the Penghuluan Panipahan Darat should make a map of the settlements of fishing communities, plan development involving fishermen, and establish coordination with district and provincial governments.
