Abstract

The purpose of this study was to determine the remote indigenous community empowerment program (KAT) and to see the inhibiting factors in the remote indigenous community empowerment program (KAT). This research method uses a qualitative approach. This research was conducted at the Bengkalis District Social Service. The informants in this study consisted of the Head of the Individual and Family Social Empowerment Section, the Head of Balai Pungut Village, Bathin Pinggir District and the Sakai Tribe Community using purposive sampling technique. Data analysis used descriptive qualitative. The results of the research on the remote indigenous community empowerment program (KAT) from the settlement aspect such as the existence of assistance programs that are expected to provide improvement and quality of life of the Sakai tribal community. In terms of strengthening, such as increasing knowledge and social skills. In terms of protection, such as improving social life and quality of life in terms of economy and education provided by the government. While the support for one of the developments of the Sakai tribal community in building social relations with the community and maintenance carried out by the government has basically been carried out well, especially to provide a balance with other communities. Constraints in the implementation of the empowerment program include the limited budget. The lack of socialization carried out and the limited quality of support in assisting the government's role in implementing the program.
