Abstract

ACCOUNTABILITY OF ROKAN DISTRICT GOVERNMENT IN DISCLOSURE OF PUBLIC INFORMATION ABSTRACT SARWAN ANTONI accountability of the Rokan Hilir Regency government in public information disclosure can be said to be not good or not very informative, which is evident from the ranking of information disclosure of public agencies in Riau province in 2018, Rokan Hilir Regency occupies the last position. This research method uses qualitative research methods as a technique for data collection and direct interviews with informants of the Main Information and Documentation Management Officer (PPID), Main Daily Executive of Information and Documentation Management Officer (PPID), Assistant Information and Documentation Management Officer (PPID), Assistant, Head of Legal Division of the Regional Secretariat, Head of Sub Division of Transportation, Communication, Information, Statistics and Encoding of the Regional Secretariat of Rokan Hilir Regency, and others. The results show that the accountability of the Rokan Hilir Regency government in public information disclosure is not good or less informative, seen from the indicators of the dimensions of accountability that the researchers used, namely legal accountability and honesty have not been implemented where the public information service actors are still stuck with the old paradigm, namely fear of openness. public information, then the accountability process where the process carried out by the applicant for public information is still carried out offline where this offline takes up to 14 days at most, then program accountability in terms of PPID program management is carried out only once (1) time in 2019 where the program This is only socialization to OPD / Dinas in Rokan Hilir Regency, for publication to the public it cannot yet be implemented. The inhibiting factor in the accountability of the Rokan Hilir Regency government in public information disclosure is the lack of human resources in managing public information services and also the lack of understanding of the OPD / Head of Service in understanding public information disclosure in accordance with the mandate of the law on information disclosure, where some elements of government still fixated on the old paradigm that if the bureaucracy is closed, if it is open then it will be misused.
