Abstract

Rehabilitation is one of the Government's efforts in overcoming narcotics misuse, in connection with that matter has been regulated in Article 54 Law Number 35 of 2009 concerning Narcotics. and one of prevention efforts are through social rehabilitation. The rehabilitation Social based is a total approach which is an approach overall comprehension aims at forming individuals who are whole in physical, mental, emotional and social aspects so that narcotics abusers can re-carry out social functions in people's lives well and responsible. The main problem in this research is how it is implemented social rehabilitation of child victims of narcotics at the Organizing Institution Social Welfare (LPKS) of Riau Province and what are the obstacles in it implementation of social rehabilitation at the Institute for Social Welfare Organization (LPKS) Riau Province. This research seen from its type is observation research by means of surveys and interviews This research is descriptive. That is provide a detailed and clear picture of the implementation of rehabilitation social relations for child victims of narcotics at the Implementing Agency Social Welfare (LPKS) of Riau Province and what are the obstacles in it implementation of social rehabilitation at the Institute for Social Welfare Organization (LPKS) Riau Province. Research results explain that the implementation of social rehabilitation social based. Which means that where the child victims of narcotics are guided through physical, mental, and religious guidance to be able to change attitudes and behavior behavior. The point is that the child who is guided is given a theory in class and practice skills such as welding, and automotive during the course of the period rehabilitation according to the interests and talents of each child so that it is out later from the Social Welfare Organization (LPKS) of the Riau Province child victims of narcotics have the skills or ability to be able to live independently. In this coaching process the most important thing is religious guidance in order to make children change their way of thinking and learn about religious matters. Constraints in the implementation of social rehabilitation of children narcotics victims at the Institute for Social Welfare (LPKS) Riau Province is a factor of the child himself that is the number of children who secretly to buy the item and use it at night and that is because parents who give a lot allowance for beneficiaries in the holding institutions Riau Province Social Welfare (LPKS) and lack of budget funds adequate for the implementation of the process of implementing social rehabilitation of children narcotics victim.
