Abstract

Determination of Regency / City minimum wages is calculated based on the formula for calculating the minimum wage in the case that a decent living needs review has been carried out, the Governor determines Regency / City minimum wages by taking into account the recommendations of the Regent / Mayor and suggestions and considerations with Provincial wages. The minimum wage for the city of Pekanbaru is aimed at the welfare of workers or employees working in a company, because with a decent salary they can meet all their needs. But in reality there are still many companies that do not pay wages to workers in accordance with the wage standards that have been set. The purpose of this research is to find out how the process of implementing MSE is carried out by the Department of Manpower and Transmigration at companies in determining the minimum wage policy for the benefit of workers / laborers in Pekanbaru City (Case Study at Syafira Hospitals) and obstacles. The method used is descriptive, qualitative and quantitative methods; Samples were 41 people. Questionnaire and interview data collection techniques as well as descriptive, qualitative and quantitative data analysis. This study concludes that the Implementation of the City Minimum Wage (MSE) by the Riau Province Manpower and Transmigration Office (Case Study at Syafira Hospitals) is said to be in the moderately implemented category. This is known from the presence of employers still not paying wages under the provisions of the UMK. Factors that influence the implementation of the Pekanbaru minimum wage are caused by factors that are not yet capable of a company in following the competitiveness of other companies in the city of Pekanbaru and also the selling power factor that has not been able to run as expected so that it affects the economy of the company, so it cannot a company pays its workers' wages according to the stipulated UMK.
