Abstract

This research was conducted at Indragiri Hulu Regional Police Station which is located in Rengat District. Where in Rengat Subdistrict, there were still many violators riding motor vehicles driving freely on the highway and many students who did not have a driving license to drive a motorized vehicle. Therefore the author wants to see why this scene is still often found on the highway. The main problem of this research is what is the task and authority of the Inragiri Hulu Police Precinct in controlling motorists who do not have a Driving License and what are the obstacles faced by the Inragiri Hulu Police Precinct in controlling motorists who do not have a Driving License. Which in practice the driving conditions on the road must have a driving license in accordance with article 71 of Law No. 22 of 2009 concerning Traffic and Road Transportation, but until now there are still many violations regarding motorists who drive motorized vehicles without a Driving License. This research was conducted with the method in this study conducted deductively, namely general conclusions to reach specific decisions. From the results of the study it can be seen that the efforts made by the Satlantas such as socialization in various institutions and community associations are still hindered by the time constraints of place and costs in the process of law enforcement. Some of the results obtained by the author of this research is that the traffic police unit has made a lot of efforts to curb motorists who commit violations, but several obstacles such as lack of cost of lack of time and place that allows greatly affect the law enforcement process.
