Abstract

Law Number 23 of 2014 concerning Regional Government brings significant changes to the formation of the Regional Apparatus, namely with the principle of proper function and right sizing based on workloads that are in accordance with the real conditions in each Region. This is also in line with the principles of rational organization of Regional Organizations, with this policy, the regional government is required to be able to create progress in the region, especially in terms of providing and maintaining public service facilities and infrastructure in their respective regions. Based on the discussion set out in this study, the authors set out some of the main problems to be analyzed and sought answers to their conclusions, where the main problem in the research is How the Implementation of Duties and Functions of the Camat in Coordinating the Maintenance of Public Service Facilities and Infrastructure in Kampar Kiri Hulu District, Kampar Regency and also to find out what are the inhibiting factors experienced by the District in the process of carrying out the duties and functions of the District Head in Coordinating the Maintenance of Facilities and Infrastructure of Public Services in Kampar Kiri Hulu District, Kampar Regency. This writing, when viewed from the type of research, uses observational research methods, namely by means of surveys, where the authors go directly to the research location to obtain the data needed by using data collection tools in the form of interviews and questionnaires. The nature of this study provides a clear and detailed picture.The conclusion that can be drawn in this research process is that the process of coordinating the implementation of Public Service Facilities and Infrastructure Maintenance in Kampar Kiri Hulu Subdistrict Kampar Regency has not run optimally. This can be seen from the fact that in the field there are still many public service facilities and infrastructure that are not yet available, although basically the author's research found recognition from the Sub-district which said that the maintenance and procurement process had been carried out in synergy between the District Government of Kampar Kiri Hulu District, Local Government Agencies, Vertical Agencies and cooperation with the private sector, but the facts on the ground said that the process carried out was have not been able to provide adequate public service facilities and infrastructure including maintenance.
