Abstract

Minister of Home Affairs Regulation No. 113 of 2014 concerning Village Financial Management states that village finance is managed based on transparent, accountable, participatory principles and is carried out in an orderly and budgetary discipline, but the management of Challenged village funds has not yet been seen as transparent and has not yet seen participative, this is seen from the lack of a shared budget of the builders in each village even though the budget for development is quite large. This can lead to doubts in the village community about the village's ability to manage the allocation of funds. The main problem of the research is How to Manage Village Funds for Infrastructure Development and Community Empowerment in the Challenged Villages and What are the inhibiting factors for the management of Village Funds in Community Empowerment and Infrastructure Development in the Challenged Villages. The research method is observational research, by means of a survey. while its nature is descriptive, the authors provide a detailed description of Village Fund Management Against Infrastructure Development and Community Empowerment in the Challenged Villages. Inductive drawing conclusions, namely linking things that are Special to things that are general. The results of the study that the Village Fund Management of Infrastructure Development and Community Empowerment in Terantang Village, Tambang Subdistrict, Kampar Regency is still less participatory and not accountable in its implementation due to the non-transparent distribution of village funds in each hamlet, this can be seen from the funds disbursed for village development, amounting to Rp. 1,347,654,200 but allocated only Rp. 542,647,000 in four hamlets in Terantang Village. Then in the division of budget each hamlet is different, namely Hamlet 1 of Rp.56,348,500, Hamlet 2 of Rp. 95,851,500, Hamlet 3 in the amount of Rp. 275,235,000, and Hamlet 4 in the amount of Rp. 74,220,000 so that this results in the existing village funds not being able to meet the overall needs of the village community, while the remainder of what is used for village development is unknown or its purpose, and the inhibiting factors in the management of Village Funds in Community Empowerment and Infrastructure Development in the Challenged Villages are the village administration not yet professional in running their government, the lack of supervision from the Village Consultative Body and the District and District Government Guidance is still weak so that the development in the village is challenged not yet directed so that village empowerment has also not been touched.
