Abstract

Licensing is a form of implementing Regulatory and Supervisory functions carried out by the community including rattan craft industry permits in Rumbai District, Pekanbaru City. There is still a lack of understanding of the community of micro and small business operators on the importance of the management and us of licences to improve the growth of a healthy business so climate as the aims and objectives in regional regulations number 2 of 2018 concerning Empowerment of micro, small and medium Enterprises so that until now it is still there is a rattan handicraft industry businessman who does not have any care and has a permit in conducting handicraft business activities. The main issues in this study are : How is the issuance of rattan handicraft industry issuance in the rumbai district of pekanbaru? Second, what are the inhibitins factors in the implementation of rattan craft industry permit issuance in rumbai district, pekanbaru city? This research uses the observation research or survey method and is analytical descriptive. The data used are primary and secondary data and draw conclusions deductively. The issuance of rattan craft industry permits in rumbai district in pekanbaru city has not gone well and is not in accordance with applicable laws and regulations, both the central and regional regulations, and in the implementation there are several obstacles encountered in the field that make the business do not whan to deal with business licensing among others, the completation of business licenses beyond the normal time, lack of socialization from the government, budget limitations for obtaining permits, limited apparatur resources, and comunity awareness factors themselves. It is expected that the pekanbaru city government, especially related agencies, will be able to provide more ongoing socialization and provide strict sanctions for business operators who do not take care of permits and to all levels of society to play and active role in following and complying with the central and regional government regulations related to business licensing.
