Abstract
The problem of this research is why the Pekanbaru City Government Policy in Waste Management with the Pekanbaru City 3R Concept at the Environmental and Hygiene Service (DLHK) does not work properly, and where there are still people who lack self-awareness of waste in their environment. and what are the obstacles to the results of the Environmental and Hygiene Service Performance Evaluation in Waste Management in Bukit Raya District, Pekanbaru City. This study aims to determine the results of the Performance Evaluation of the Department of Environment and Hygiene in Waste Processing in Bukit Raya District, Pekanbaru City. This study uses the Evaluation Theory of William N. Dunn. The research method that I use is descriptive qualitative, with the determination of informants through purposive sampling technique. Collecting through observation, interviews, and documentation. The results of the research that the Performance Evaluation of the Environmental and Hygiene Service in Waste Processing has been carried out quite well, starting with provisions but still limited. Of the six indicators studied, there are indicators of effectiveness, efficiency, adequacy, alignment, responsiveness, and accuracy. Of the six indicators studied, there are indicators of effectiveness, efficiency, adequacy, leveling, responsiveness, and accuracy, while the indicators of responsiveness are not as expected due to lack of public awareness of waste so that there are still many people who litter. Then so that the obstacles do not increase, performance evaluation in waste processing must maximize performance and socialize to the community and always support activities related to waste processing.
