Abstract
The State Civil Apparatus (ASN) is the main asset of the resources that determine the success of the achievement and the goals set by the organization. The state civil apparatus is one of the pillars in realizing good governance. The realization of good governance depends on the good and bad performance of ASN as a government administrator. ASN performance is a very strategic issue because it has an impact on public bureaucratic services. ASN performance describes how far government organizations are able to achieve results when compared to the achievement of the goals and targets that have been set. The objectives of this study are: (1) To analyze the effect of professionalism on the performance of the State Civil Apparatus at the Regional Secretariat of Pelalawan Regency. (2) To analyze the effect of bureaucratic competence on the performance of the State Civil Apparatus at the Regional Secretariat of Pelalawan Regency. (3) To analyze the effect of professionalism and competence of the bureaucracy simultaneously on the performance of the State Civil Apparatus in the Regional Secretariat of Pelalawan Regency. The sample used was 113 employees. The data collection technique used a questionnaire that was submitted to the employees. This study uses multiple regression analysis. The results showed that: (1) partially professionalism and competence have a significant influence on the performance of the State Civil Apparatus at the Regional Secretariat of Pelalawan Regency. (2) simultaneously professionalism and competence have a significant effect on the performance of the State Civil Apparatus at the Regional Secretariat of Pelalawan Regency.
