Abstract

This criminal act of persecution occurs repeatedly, sometimes caused by daily activities that occur around us, such as the victim himself who tends to be careless in safeguarding his valuables without any effort to secure them, it could also be due to the victim's own attitude or behavior that causes an attitude of hatred, disgust and other harmful actions, where the problem seems to be meaningless but lately it can have a disturbing impact. It cannot be denied in various criminal acts carried out by the perpetrators as a series of criminal acts of persecution. In the process of law enforcement there have been a number of criminal acts in Pekanbaru City, namely in 2018 the number of criminal acts during the year was 455 cases or an average of ± 38 criminal cases per month, whereas in 2019 the crime rate increased to 625 cases or an average monthly ± 52 cases, this means that the crime rate in Pekanbaru City is quite high and tends to increase Based on the background above, the problems that will be answered in the writing of this thesis include the first factors - factors that cause the occurrence of criminal acts of persecution in the Pekanbaru Regional Police Jurisdiction as well as efforts to prevent and deal with criminal acts of persecution in the Legal District Pekanbaru Police This type of research is a sociological or observational survey by survey, which is a study that takes data directly from the population with a data collection tool that is an interview, after which the data is taken and processed to obtain conclusions with the deductive method. Meanwhile, when viewed from its nature, this research is descriptive in nature, a research that explains in clear and detailed sentences about efforts to tackle the crime of persecution in the Pekanbaru City Police Legal Area. The factors that cause the occurrence of criminal acts of persecution in the Legal Area of the Pekanbaru Police include age, education, environmental factors, alcoholism, economy, lack of legal awareness, personality factors, lack of understanding of religious teachings and cultural factors. Meanwhile, efforts to prevent and overcome criminal acts of persecution in the Legal Area of the Pekanbaru Police are carried out in 3 (three) ways, namely: Pre-emptive efforts, namely the initial efforts made by the police to prevent criminal acts. The second is through the Preventive way, namely efforts to show preventive efforts by means of coaching, education and awareness of the general public before the occurrence of a crime, while the third is by means of repressive means, namely efforts made by security forces after the occurrence of a criminal act of persecution. This repressive effort is more focused on the perpetrator or the person who commits a criminal act, namely by providing a punishment that is commensurate with what the person has done.
