Abstract

Democracy is a concept of government that is identical to the people's sovereignty. In the concept of democratic government, the people are the highest power holders in implementing the government of a country. Democracy, first of all, is an idea that presupposes that power is from, by and for the people. The 1945 Constitution Article 22 E paragraph (5) stipulates that the General Election shall be held by an election management agency that is national, permanent, and independent. The general election organizing body, which is national, permanent and independent, is referred to as the General Election Commission or commonly referred to as the KPU. The 2020 simultaneous elections will be held during the Covid-19 pandemic, but it must follow strict health protocols. Based on the background above, the authors are interested in conducting research on this matter by taking the main problem, namely, how are the duties and authorities of the KPU in holding simultaneous regional head elections in 2020 in Lima Puluh Kota Regency during the Covid-19 pandemic, and what are the obstacles faced by the general election commission (KPU) in holding simultaneous regional head elections in 2020 in the District of Lima Puluh Kota during the Covid-19 pandemic. The research method used in this research is a type of research that combines normative law and observation. The location of the research was carried out at the General Election Commission of Lima puluh kota Regency, West Sumatra Province. The data analysis method used is descriptive qualitative; that is after the data has been collected, it is then poured in the form of a logical and systematic description, then analyzed to obtain clarity of problem solving, then conclusions are drawn deductively, namely from general to specific. The results of this study indicate that the duties and authorities of the KPU in holding simultaneous regional head elections during the Covid-19 pandemic in the Lima Puluh Kota Regency have been guided by regulations, namely laws and various general election commission regulations and have implemented health protocols. The obstacles faced by the KPU in holding simultaneous regional head elections during the Covid-19 pandemic in Lima Puluh kota Regency were the increase in the budget for holding the regional elections, changes in socialization patterns and restrictions on space for movement, weather factors and geographical location, and the different internet network infrastructure. In each region and the lack of operational facilities so that the activities carried out by the Lima Puluh Kota Regency general election commission are less than optimal.
