Abstract

The participation of the people of Bantan Air Village has a very important role for the realization of village development in accordance with the targets and development plans set out in the Development Plan Deliberation (Musrenbang) in Bantan Air Village, Bantan District. An indication of the low level of community participation in the development planning process is seen from the minutes of the 2020 village musrenbang with a 24 percent attendance rate in the village-level musrenbang forum. Another indication is that the development plan proposals submitted to the musrenbang forum are not realized in accordance with those proposed. This study aims to measure the level of community participation in the infrastructure development planning process in Bantan Air Village using the quantitative descriptive research method, analyzing the measurement results with a Likert Scale after scoring and weighting, both to determine the form of community participation in the development planning process and to determine the factors -factors that affect the level of community participation. The results of the research conducted in Bantan Air Village, Bantan District, obtained community participation in the form of Vertical participation where around 26.05 percent of the community were stated to be involved in making decisions in the musrenbang and the community agreed to the musrenbang decision. Meanwhile, based on the results of the analysis that the level of community participation in the development planning process is 39.432 percent, it is at 21-40 percent (R) or community participation is in the low category. The low level of participation is known from the influencing factors, awareness and willingness factors, education and income which are included in internal factors, where people only follow government recommendations as much as 67 percent, community education factors are only limited to high school graduates 48.7 percent and income factors the average community has an income of Rp. 500,000 – Rp. 1,000,000 with a figure of 48 percent.
