Abstract
Based on Government Regulation Number 19 Year 2008 Regarding Subdistricts, the government assigns the sub-district head to provide guidance in the administration of village government, namely to provide guidance and management of village finances. This is based on the fact that there are still many villages that do not have an orderly administration so that they experience delays in village financial reporting to the district head of Singkep Barat. This study aims to find out how the task of the camat in the implementation of financial management and management, especially in 3 (three) villages, namely Bakong, Sungai Buluh and Kuala Raya. in addition, it is also to find out what obstacles are faced by the camat in the fostering and management of village finances. This study uses qualitative research methods, with the location of the study in the District of West Singkep, Lingga Regency. From the results of the study it was found that the Singkep Barat sub-district head had carried out his task but was not optimal. This is because the duties and responsibilities of the subdistrict head are many, so that the sub-district head has difficulty in stamping guidance. this is then exacerbated by the large number of villages as well as the distance and geographic area of which more waters make it difficult for the camat to develop and manage the village. Another thing that becomes an obstacle for the camat is that there are still many village heads who do not care about the direction of the camat and the lack of competence of the apparatus of the village apparatus making coaching done by the camat or related offices becomes slow to be understood by the village head and apparatus.
