Abstract

Village - Owned Enterprises in Air Kulim Village, Bathin Solapan District, Bengkalis Regency are village businesses that are formed or established by the village government that have capital ownership from Village Original Revenues with a view to encouraging economies of scale in the productive economy of rural communities.There fore, in the implementation of the duties and functions of the Air Kulim Village Owned Enterprises in achieving the success of the Village Owned Enterprises through, Regulations, Behavior, Social Structure. Because in the success of the Village - Owned Enter prises in improving the village economic enterprises will realize the success of community economic development. The purpose of this study was to determine the Role of Village - Owned Enterprises in Developing Business and Community Economy in Air Kulim Vill age, Bathin Solapan District, Bengkalis Regency and to know the obstacles factors of the role of Village - Owned Enterprises in Developing Business and Community Economy of Air Kulim Village, Bathin Solapan District, Bengkalis Regency. The results of this study are expected to provide the following benefits: brainstorming in the context of developing knowledge, especially in the field of social and political science and references to improve the ability of Village - Owned Enterprises in Developing Business and Economy of Village Communities. The results of research conducted by Village - Owned Enterprises in Developing Business and Community Economy in Air Kulim Village, Bathin Solapan District, Bengkalis Regency through three indicators are in the category of "En ough Role" with a value of 24 respondents with a percentage of 64%. Wherein it is known that the Role of Village - Owned Enterprises in Developing Business and Community Economy in Air Kulim Village has been carried out through the provision of capital assis tance for building shop business, but the determination of capital assistance provided has not been on target in accordance with business development in the village. But the authors suggest to Air Kulim Village Business Entrepreneurs to increase their know ledge of the development of Village Owned Enterprises so that they are right on target, and the need for guidance on business ownership, as well as village government oversight of the success of the Village Owned Enterprises .
