Abstract

Implementation is a series of activities in order to deliver policies to the public so that the policy can bring the results as expected. The determination of the Bukit Rimbang Bukit Baling Wildlife Sanctuary in 2014 was the final decree issued by the government. The determination of the Bukit Rimbang Bukit Baling Wildlife Reserve area by the government narrowed the community management space to find a source of life in order to survive. Determination of Animal Wildlife Reserves should be determined in areas that are not inhabited by the community. The purpose of this research is to find out the Implementation of Minister of Domestic Affairs Regulation No. 52 of 2014 concerning guidelines for the recognition and protection of indigenous and tribal peoples in the Bukit Rimbang Bukit Baling Wildlife Reserve. Descriptive qualitative research method with a research location in the Village of Pangkalan Indarung, Singingi District, Kuantan Singingi Regency. Types and sources of data used are primary data and secondary data, while data collection is through observations, surveys and research interviews. After the data is obtained and then grouped, then the data is analyzed and linked with theories in the form of a description so that conclusions can be drawn. Based on the results of research that has been carried out that the Implementation of Permendagri Number 52 of 2014 concerning Guidelines for Recognition and Protection of Indigenous Peoples is Poorly Implemented, with inhibiting factors being Kuantan Singingi Regent and Regional Secretary not aware of Permendagri Number 52 of 2014 concerning Guidelines for Recognition and Community Protection Customary Law which mandates the Regional Government to establish a customary law community committee, the Regent can not be informed that there is a committee that was formed by the Regional Government before he took office.
