Abstract

ABSTRACT One of the PAD that can contribute greatly is from the tax sector and regional levies, namely from the transportation sector, especially parking fees. Parking fees can make a big contribution to increasing PAD. With the income of taxes and levies, it is hoped that it can be realized properly so that it can be used efficiently by local governments to build public facilities. Developments in the city of Pekanbaru, which are increasingly rapidly increasing, are also causing problems. one of them is parking fees which in daily practice have violated many applicable regulations, such as the existence of illegal parking attendants in Pekanbaru City who are not in accordance with parking regulations so that parking violations occur. This is exacerbated by the fact that the parking fee levy is not deposited with the revenue fund manager and regional financial management as a parking manager in order to increase Regional Original Income (PAD) The main problem of this research is the benefits of parking fees on Jalan Tuanku Tambusai and the supporting and inhibiting factors of parking fees on Jalan Tuanku Tambusai Pekanbaru City on the local revenue of Pekanbaru City. This type of research is qualitative research. This study took data from various literatures and also took data directly from respondents by conducting interviews. Meanwhile, if viewed from its nature, this research is descriptive, namely research that explains in the form of clear and detailed sentences The implementation of the parking service levy on the edge of the Pekanbaru City public road has now issued a policy related to parking management by submitting it to a third party. This is done so that there is an increase in local revenue. Several supporting factors in collecting parking fees such as the development of the Pekanbaru City GRDP which continues to increase, the increasing population growth rate which will also increase the need for transportation equipment. In addition, there are several inhibiting factors in collecting parking fees, namely the lack of anticipating the problem of leakage, realization and optimization of the potential for public roadside parking in Pekanbaru City. This can occur due to the lack of structuring aspects of regulation, human resources, public awareness, institutions, and systems and procedures. Another inhibiting factor is the large number of illegal parking points scattered in almost all corners of Pekanbaru City which causes many illegal parking attendants. Another problem is the occurrence of unclear locations or confusion, which should be the right of the Parking Tax and which should be the right of the Parking Retribution
