Abstract

Public administration has been progressing rapidly from time to time. From the 19th century to the 21st century still shows its existence. The administrative contribution has shown significant results against the developed countries whose consensus applies administration as the nation's progress machine. Indonesia is one of the slowest countries to apply the development of public administration, to serve as an important reference for the strengthening of government organizations. Over the years, "18 years of reform" has not shown significant results compared to resource sacrifices. Regional autonomy with the principle of decentralization as "structural reform" has not been followed by strengthening the organization through the implications of public administration. Riau, as a province rich in natural resources precisely in this era more and more challenges. If serious and consistent implementation of good administration, tire government is expected to earn' out reforms with success. However, because the practice of government lias not put emphasis on which aspect takes precedence, then the impression works without making the administration as a rescue helper and as a means of modernizing the nation.
