Abstract

Children are the mandate and the gift of God Almighty, which must always be guarded because inherent dignity, dignity and human rights must be upheld in him. Child rights are part of human rights contained in the 1945 Constitution of the Republic of Indonesia Article 28A to 28J, United Nations Convention on Children's Rights Article 16 and Law of the Republic of Indonesia 35 of 2014 concerning Amendments to Law 23 of 2002, concerning Child Protection in Article 4 to Article 19 concerning Children's Rights. The phenomenon of the spread of child exploitation as street beggars in Indonesia is a complex social problem especially in Pekanbaru City. This shows that the government, especially the Pekanbaru City Government has not been able to overcome the problem of street children who are used as beggars, so there are still rife cases of children who are victims of economic exploitation that cause children's rights cannot be fulfilled. The main problem in this study is what is the cause of the factors of crime of child exploitation as street beggars in the city of Pekanbaru and how the efforts in tackling the crime of child exploitation as street beggars in the city of Pekanbaru. The method used in this study is to use observational research by means of a survey that is to conduct research directly to the research location using data collection tools in the form of interviews. Meanwhile, when viewed from its nature, this research is descriptive in nature, which means it illustrates the reality under study of the factors of crime of child exploitation as street beggars in the city of Pekanbaru and how the efforts in tackling the crime of child exploitation as street beggars in the city of Pekanbaru. From the results of the author's research in the field it can be seen that the factors causing the crime of child exploitation as street beggars in Pekanbaru City are Internal Factors namely Psychology / Psychology, Mental and Moral, Religion while External Factors namely Economy, Urbanization Factors, Family and environmental encouragement factors, low factors mental and moral factors, the low factor of education, the factor of lack of concern for the government and society, and the factor of weak law enforcement. Efforts in tackling the crime of child exploitation as street beggars in the city of Pekanbaru can be done in two ways, namely preventive measures that must be carried out by every element, individual, community, and government, especially the Social Service with the use of fostered homes. Empowerment of beggars through foster homes as a targeted solution can be a suggestion for mental and moral improvement of child exploiters to beg especially for exploitation issues. The second is through repressive actions carried out by law enforcement officers in this case, the Civil Service Police Unit, Social Service and other non-formal institutions in the city of Pekanbaru.
