Abstract

Waste management is the responsibility of the Department of Environment and Cleanliness. The purpose of this study was to find out the management of waste management by the Pekanbaru City Environment and Hygiene Service and to find out what obstacles the Pekanbaru City Environment and Hygiene Service faced in waste management in Rumbai Pesisir District. The research method used in this research is descriptive qualitative research method. Which is where this method describes systematically the facts or phenomena that exist in the field. Meanwhile, the data analysis used is an analysis consisting of three flow of activities that occur simultaneously, namely: data reduction, data presentation, conclusion drawing/verification. Based on the results of the study, it is known that the planning carried out by the Pekanbaru City Environment and Hygiene Service is considered not optimal, this can be seen from the absence of law enforcement on transportation that disposes of garbage in Rumbai Pesisir District. Not only that, there is no waste management procedure that is made only to complete the administration but in practice it is not carried out. The Head of the Pekanbaru City Environment and Hygiene Service has given an Assignment Order (SPT) to employees at the Pekanbaru City Environment and Hygiene Service. There has been no routine supervision carried out by employees of the Pekanbaru City Environment and Hygiene Service in Rumbai Pesisir District.
