Abstract

Regional development in general is supported by Gross Regional Domestic Product. Gross Regional Domestic Product of Indragiri Hulu regency Rp. 37.030.725 ranked 8th out of 12 Regency in Riau Province. Palm oil plantation sub sector 7.3% from the regency area but, it does not have the maximum role in increasing the . Gross Regional Domestic Product of Indragiri Hulu Regency. The purpose of this study is to map the distribution of primary sectors, identify factors that influence management of primary sectors, formulate strategies to improve the management of primary sectors in the Regency of Indragiri Hulu. By using overlay and descriptive analysis, then formulate a primary sector improvement strategy with LFA analysis. The results of the study using the overlay mapping of primary sectors with a forest area of 460,675 Ha, agriculture sector 90,181 Ha, and the fisheries sector 6,802 Ha. Primary sector management is supported by related service programs but the programs prepared are not accompanied by evaluation programs. Then it is necessary to supervise the implementation of primary sector management programs. To optimize the primary sector management program in order to improve the Gross Regional Domestic Product of Indragiri Hulu Regency.
