Abstract

The purpose of this study was to determine the efforts made by the Department of Environment and sanitary in the pekanbaru city in Handling disposal of garbage. The type of research used of descriptive qualitative that is research that describes the real situation in the field. Efforts to deal with waste carried out in this study are considered not running optimally and in accordance with Regional Regulations on waste management. Handling in accordance with the rules or values made by the government has caused various shifts in the values of old culture in the community. Then, in disseminating the DLHK garbage regulations, it is still not optimal. In terms of enforcing sanctions the DLHK Regional Regulation has technical difficulties and cannot handle it directly so it must work with the Satpol PP. But, the role of the Satpol PP in this case was considered not functioning properly, the Satpol PP was lacking in conducting oversight of the people who littered. Furthermore, DLHK still has to increase the availability of supporting facilities and infrastructure in handling waste considering the available facilities and infrastructure are still in the minimum category. And in enforcing the Perda concerning sanctions contained therein is very ineffective and considered too large, so that enforcement of sanctions cannot be fully implemented. This causes, handling waste in the city of Pekanbaru can not be resolved properly and correctly.
