Abstract
Children are part of the younger generation and as one of the potential human resources and successors to the ideals of the nation's struggle who have a strategic role, therefore require guidance and protection in order to ensure the growth and development of these children. This research is motivated by the rise of street children who are exploited as beggars. The problems in this research are: 1. What is the form of legal protection for street children who are exploited as beggars in the Pekanbaru City area, 2. What are the obstacles in implementing the provision of legal protection for street children who are exploited as beggars in the Pekanbaru City area. This research method uses field research. The subject of this research is the Pekanbaru City Social Service, Pekanbaru City Civil Service Police Unit (Satpol-PP), while the object of this research is the role of the Pekanbaru City Social Service in providing legal protection to street children who are exploited as beggars. The data collection techniques used in this research are observation, interviews, literature study and documentation. From the results of this research, the author concludes that in the process of providing legal protection, the Pekanbaru City Social Service carries out its duties and functions in providing protection as follows: rehabilitation, education, data collection and solutions. Overall, the process of the role of the Pekanbaru City Social Service in providing legal protection for street children who are exploited as beggars has been implemented well due to the lack of human resources (HR), lack of existing facilities, lack of budget for the Pekanbaru City Social Service.
