Abstract

The United Nations High Commissioner for Refugees (UNHCR) is an international institution under the auspices of the United Nations to address the problem of refugees founded in 1950, based in Geneva, Switzerland and consisting of 147 countries. Initially, UNHCR accommodated refugees in new countries. But in recent years, countries have objected to accepting refugees. Because the influx of refugees is increasing so that the indigenous people feel their lives are disrupted. Based on UNHCR data, the majority of asylum seekers in Pekanbaru are from Afghanistan. As a country that is not a signatory to the Refugee Convention in 1951, Indonesia does not give immigrants the right to work and get education. They received assistance from UNHCR implementing partner institutions and other donations. In this study the author sets the main problem, what is the role of UNHCR in protecting refugees in Pekanbaru City according to the 1951 Geneva Convention on the Status of Refugees? And what are the obstacles faced by UNHCR in the protection of refugees in Pekanbaru City according to the 1953 convention regarding refugee status? The method used in this study is observational research, namely by survey. Then this research is descriptive, which provides a detailed description of the Role of UNHCR Against Refugees from Afghanistan in the City of Pekanbaru. Based on the results of the study, it was concluded that UNHCR had carried out its function of giving status to immigrants in Pekanbaru, but given the increasing number of immigrants in Pekanbaru City every year, would it be better if the United Nations High Commissioner for Refugees (UNHCR) cooperated with institutions others both from Government and non-Government institutions in determining the status of foreign nationals coming to Indonesia. Because the status of a foreign national is determined, it can speed up the handling process according to the color status of the foreign country. And regarding the conditions of residence for foreign nationals who currently have exceeded capacity, the authors argue that the United Nations High Commissioner For Refugees (UNHCR) can immediately follow up the handling of foreign nationals who have been entered into groups according to their status.
