Abstract

Local Government exist ence has been recognized by the Constitution of the Republic of Indonesia Year 1945, in particular article 18, which reads; The division of Indonesian regions over large are as and small the form of governm ent structure defined by the AcL by looking at and remembering basic deliberations in the government system of the Republic of Indonesia, and rights origins rights in are as that are special. Local Government system is a subsystem of the national government system. Local Government organized by elements of the regional administration, namely; Local Government (Regional Head of the Regional) and along with the Regional Representatives Council. The exit ence of the regional council in the local government system is always changing in acor dance with the legislation in force; tbe Act No.5 of 1974 on the Principles of Local Government put the House of Repre sentatives as part of the local go vernm ent togeth er wi th H ead o f the Region of the Region . At the time of Law Number 22 Year l999 on Regional Government, puts House of Rep res entati ves as the Legis l ature Regional and Local Gove rnment as the Regional E xecutive Board, soclearly there R egions Executive Agency Region and th e Regional Execu tive Board. At the time of Law No . 32 of 2004 put the House of Representatives as an element of the regional administration, who participates together in organizing the Village Head village government, Whil e th e l atter is; Regional People's Council puts represen tation well as local government organizer element. Organizing development of local government is largely determined by the regulations applicable at the time.
