Abstract

ABSTRACT Economic growth in Riau Province is quite high which is accompanied by population growth and a significant increase in the number of vehicles, this greatly affects the decreasing level of road services if it is not balanced with maintenance of road network assets in a sustainable manner. Considering the limited allocation of funds In the Riau Provincial Government, decision makers in this case the head of the region and related institutions need technical input to determine the allocation of infrastructure funds, especially handling roads every year. The purpose of this study is to make a positive contribution in the form of technical input in the form of information on road structure structure, especially flexible pavement structure in Riau Province while at the same time recommending the priority scale of handling proportionally to obtain optimal decisions based on technical and economic rules, research methods with conducting field surveys namely Reference Point Survey, Road Inventory Survey, Road Condition Survey, Average Daily Traffic Survey and combined with Surface Inequality Survey (IRI) using NAASRA tools. The analysis of the condition of the flexible stretching structure of Riau Province obtained from the IRI (Internally Roughness Index) Survey with NAASRA tools, which is then correlated with the PSI (Present Serveiceability Index) method and the PCI (Pavement Condition Index) method will give the final results in the form of regulatory compliance applicable based on road conditions in 3 (three) types of road handling. From the results of the study of 10 (ten) road sections with flexible pavement construction in Riau Province obtained 5 (five) roads Good conditions and routine / (Routine Mainstream / R) handling with the lowest IRI value of 4.10. 2 (two) Moderate road sections with handling Periodic Maintenance and 1 (one) road section with severe damage with handling Improved / (Betterment / B) where the highest IRI value is 12.10 of all stages and the results of the study can be conveyed the condition of the structure of 10 (ten) Roads with Flexible Pavement Construction in Riau Province in the Good category with a road stability of 44.66 Km in the percentage of 76.83% while the condition is not stable along 23.17 km in percentage 23 , 17% of the total length of 58.13 Km.
