Abstract

One of the obligations of the village head that must be carried out is to empower the community and village community institutions, as stated in the Regional Regulation of Siak Regency number 14 of 2007 in chapter 3 article 6 letter (n) which reads "The village head has the obligation to empower the community and institutions in the village. village". The term empowerment is very familiar to our ears. This is triggered by the times that require everyone to have skills that allow them to be competitive and efficient in society. Empowerment is a process for the community to gain awareness which in the future the community can be more participatory. The research location is in Koto Gasib Subdistrict, Siak Regency, Sengkemang Village. The problem in the thesis is that there is no special training carried out by the Sengkemang Village Government, besides that the Penghulu of Sengkemang Village is more dominant in participating in activities held by youth organizations, and there is no supervision of the activities carried out. The purpose of this study is to find out and explain how the form of efforts made by the village government of Sengkemang in implementing the empowerment of community institutions in Sengkemang Village. The type of research in this thesis is a qualitative descriptive research method in which this research is analyzed to provide meaning and meaning in problem solving. The data collected is in the form of words, pictures, not numbers. So in accordance with the title of the study. This writing consists of primary data, namely data in the form of interviews, documentation and observations and secondary data obtained from interviews. As for the results of the research, the Sengkemang Village Government did not provide special guidance to the Sengkemang Village Community Institution. It is recommended to the government of the village of Sengkemang to maximize the implementation of the empowerment of community institutions in the village of Sengkemang.
