Abstract

Children are supreme gifts of God that we must always protect because inherent dignity and human rights must be upheld. The protection of the children is all activities to guarantee to protect children and their rights so that they can live, grow, develop, and participate optimally in accordance with human dignity. They have to get protection from violence and discrimination as mandated by the 1945 Constitution of the Republic of Indonesia Article 28B paragraph (2), “the protection of the child activities is legal actions that bring legal consequences. Therefore there is a need for legal guarantees for child protection activities”. The formulation of the problem in this study is about how the protection of children’s right provided by the integrated by the Integrated Service Center for Women and children Empowerment (P2TP2A) Pekanbaru City and what are the inhibiting factor in implementing the protection of children’s right. In conducting this research, the author uses the observational research method with the descriptive-analytical nature of study, the source of the data comes from primary data, obtained from interview with respondents and secondary data from books, magazines, articles, theses, seminar and literature related to the topic discussed by law. The method of concluding this study uses the deductive method, namely by finding general matters to specific things. From the results of this study, the author conclude that the Based on the result of this study, the author concludes that the efforts made by the government and the state in protecting children who are victims of sexual violence can be said to be good. But there are still some things that must be considered to provide maximum protection to children as we hope together. Some of the factors that become the obstacles include the lack of broad understanding of the community about the responsibility of protecting children mandated by the act as well as several obstacles on the ground that have resulted the existing regulation not appearing to run as expected.
