Abstract

The lack of discipline in carrying out its duties as an ASN can therefore reduce the productivity of the ASN itself. Therefore, the discipline and productivity of employees in the Meranti Islands Government is a serious concern. In order to improve the way the district government imposes early office hours at 06.30 WIB. Increase productivity and discipline of employees who tend to be lazy. With the enactment of early office entry hours, the state civil apparatus will automatically wake up early and office working hours will be optimally used. However, this is also not able to run to the maximum because there are still State Civil Apparatuses who commit disciplinary violations and cause ineffective performance of the employees concerned. The problem in this study is, How is the Implementation of Law No. 5 of 2014 in Assessing the Productivity of The Work of The State Civil Apparatus in Meranti Islands Regency, and What are the Obstacles in the Implementation of Law No. 5 of 2014 in Assessing the Productivity of The Work of The State Civil Apparatus in Meranti Islands Regency. The research method used in this study is, sociological research method (observational research) The data used in this thesis is obtained through interviews, literature books, legal journals, thesis, laws, electronic data, and a large Dictionary of Indonesian language. All data obtained is then qualitatively analyzed, then inferred through deductive methods. The result of this study is that the Implementation of Law No. 5 of 2014 in assessing the productivity of civil servants in Meranti Islands regency is still not running to the maximum because there are still State Civil Apparatus violating disciplinary provisions so that the fall is carried out by being acted upon in each section in a tiered manner by imposing a reprimand in the form of reprimand for civil servants who violate the obligation to enter the work and comply with the conditions of working hours. The person in question does not enter work without permission or is not valid. The limitations in the implementation of Law No. 5 of 2014 in assessing the productivity of the work of civil apparatus in Meranti Islands Regency is the lack of assertive sanctions imposed by the authorized officials, the convoluted procedure in providing punishment, and lack of awareness of the state civil apparatus.
