Abstract

ABSTRACT Diversity holiday allowance is a labor right that is very helpful for workers in welcoming holidays, this allowance is given by employers to workers based on Minister of Manpower Regulation number 6 of 2016. However, in reality, there are often cases of fraud committed by employers which do not provide benefits as stipulated in the Minister of Manpower regulation number 6 of 2016, therefore the role of DISNAKER as a supervisor is very necessary to help workers get the right to receive holiday benefits as they should. The main problem in this study is how the role of DISNAKER plays a role in supervising the fulfillment of THR limits by companies to workers in 2018-2019 in Pekanbaru city and obstacles faced by DISNAKER in supervising the fulfillment of the right to THR by companies to workers in 2018- 2019 in the city of Pekanbaru. The research method used by researchers is observational research in which researchers conduct field observations directly and meet directly with respondents using interview data collection tools, while the nature of this research is descriptive, which aims to provide a description and form of a problem that is examined clearly, completely and completely detailed. This research results that the city of Pekanbaru Manpower Office has carried out its duties as guiding the way "Regulation of the Minister of Manpower number 6 of 2016 concerning Religious Holiday Benefits for Workers / Workers in the Company" to the maximum extent possible by conducting early supervision and granting reprimand and administrative sanctions for violators, but indeed it has not been able to remove or eliminate violations of the payment of THR in the city of Pekanbaru in accordance with the applicable regulations. The obstacle faced by the Pekanbaru city Manpower Office is businessmen who are naughty and still disobedient because sanctions are felt to be less than optimal and do not give a red effect to employers so there are still violations that occur in the city of Pekanbaru.
