Abstract
The govermant is an performance business govermantbecause of govermant and legislative assembly acording to the principle of outonomy and aid assignments with all of principle outonomyin system indonesian country. The first time there was the state constitution of the republic of indonesia number 6 of 1945. province and regency govermant that can do great and make beautifull village. that thing for make beautifull and efesiensi village now and future. The problem that research is how to make income budget and village shopping in segati village acording to regent regulation number 12 of 2014 about budget in this village of 2014? and the drag factor for operation income budget and village shopping in segati village regent regulation number 12 of 2014 about budget in this village of 2014. This research do with how to do direct survey to segati village, used data collecting tools, like interview. Whereas the naturnof this research is descriptive, it means gave detail description about making village govermant budget, located in segati, langgam, pelalawan,riau. Based on the results of the research in conclusive building plan a next year start from treaty deliberation of the village building activities plan, by segati govermant.From result of deliberation village building plan be village govermant budget by secretary of the village, village activities team and subelistrict. Then approved by village consultative body and signed by village head. So take it village regular Tim, whereas inhibitions is low capacity of the human resources and village are so under participated in advancing the village themselves.
