Abstract

In this study, it discusses legal protection for daily workers, regardless of cleanliness and landscaping. The protection of workers includes social, economic and technical protection. However, daily workers without hygiene and landscaping have not yet fully received protection from social, economic and technical aspects. Rights many workers have not been fulfilled, such as wages below the minimum wage standard and the absence of social security for workers, if workers experience workplace accidents or occupational health problems while doing their jobs. The problem raised in this study is how is the legal protection of Daily Cleaning and Landscaping Workers in Siak District, Siak Regency and what are the inhibiting factors faced by the government in providing legal protection against Daily Workers Off Cleanliness and Landscaping. This research can be classified into juridical-empirical research by combining legal materials (secondary data) with primary data obtained in the field. By using data collection tools, namely questionnaires and interviews, plus books related to the object under study and the data obtained, they are analyzed and conclusions drawn using deductive methods. From the research carried out, it can be seen that many workers 'rights have not been fulfilled by the Siak Regency Government. From the aspect of daily worker employment agreements, cleanliness and landscaping have a weak position. In the labor agreement it does not contain workers' rights as mandated by law. Law number 13 of 2003 such as wages that are still below the minimum wage standard, workers have not been included in labor social security, and ineffective use of Personal Protective Equipment resulting in workplace accidents. The obstacle faced by the government is a lack of awareness of workers to always be careful in carrying out their work such as the attitude of the workers in using personal protective equipment, and the government has not been able to include freelance DailyWorkers into labor social security because of the lack of regional expenditure income budget. It is expected that the relevant agencies can pay more attention to the rights of each worker must be adjusted to the mandate of Law Number 13 of 2003, because daily workers off cleaning and landscaping also work under work agreements and have the same rights as workers who work in private sector.
